Governance
Policies are at a governance level and outline clear delegations to the Rector. The Board and Rector form the leadership team with the role of each documented and understood. The Rector reports to the Board as a whole, with committees used sparingly and only when a need is identified in order to contribute to board work. The Board is proactive rather than reactive in its operations and decision making and does not involve itself in the administrative details of the day to day running of the College. Enhancing student achievement is its focus.
The Rector attends all Board and Committee meetings and the Rector’s Personal Assistant acts as Secretary to the St Patrick's College Silverstream School Board and Silverstream Board of Proprietors.

I am Susan Holloway, a Board of Trustees representative for the Board of Proprietors.
I provide a Finance and HR focus from the commercial role I have at Resene Paints in Naenae, was appointed Board Chair of the School Board in 2024 and attend both the Board of Proprietors Meetings and the School Board Meetings.
I have one son at St Patrick's and my family and I are keen football supporters of the St Patrick's team and Upper Hutt.

Hi, my name is Mitchell Forbes, I have been actively involved with St Patrick’s College Silverstream since 2007 when our first of four boys started at Stream, and have been on the School Board for several years.
In 2007, I joined the Stream Family and Friends fundraising committee to learn more about the College and the day-to-day activities of the boys and the College.
Since 2007, I have been involved myself in numerous Fundraising events, School trips and aided with the update and upgrade of facilities to deliver better resource, greater services and new capability to our Students, Staff and College Community. In 2015, I facilitated an opportunity with a MultiNational Technologies Corporation to share facilities at Stream, which has developed into a 30-year program. I have coached rugby at Stream across several grades and am currently involved with the College 1stXV. I have involved myself in many activities across the College, including taking 2 College Rugby teams to Australia to compete in sporting events.
I am incredibly passionate about our College and want to be involved in the continued development of our boys and our school. I have plans and ideas for the College, which I wish to explore and partnerships with new facilities to pursue.
I understand the role of the Board of Trustees and the significant responsibility. I consider myself progressive and look to push the boundaries for new opportunities. I look forward to the work ahead and ensuring that the key expectations of the College are recognised. I want to know that St Pats will develop and grow our sons into extraordinary young men who are proud to be a Streamer.
I want St Pats to teach our sons the key components of every subject they choose and ultimately provide our boys with the skills and tools required to take to their next challenge after College. Stream needs to strive to be one of the most sought after College in New Zealand, yet focused on those who attend and work within the School.

My name is Keriata Royal-Taeao, and I currently live in Silverstream with my husband and our 3 tamariki. Our eldest is currently a student St Pats. We have had a long affinity with the college, with both my husband being an old boy and our son being the third generation of my whanau to attend St Patrick's College Silverstream and receive a Catholic education. You will often find us spending time supporting our son across his commitments from basketball to Kapa Haka to Poly Club.
We have already experienced how the opportunities available through the school have made a difference in his life. I am very passionate about supporting our kids to live into their potential and thrive in whatever setting they choose.
I am grateful for the opportunity to be a Board Member and enable decisions made within our school community that uplift and live into our values.
I look forward to the opportunity to support the development of our rangatahi at St Pats, through mana-enhancing decision-making.

My name is Karel Dulver—though many know me as Karl. I was born and raised in Lower Hutt and hold a Commerce degree from Victoria University. I began my career at ANZ Bank before joining the New Zealand Police in 1997. I currently serve as a Senior Sergeant at National Headquarters in Wellington. I’m married to Clare, who is an Educational Psychologist, and we have three children. Our son Liam is in Year 10 at St Patrick’s Silverstream, where he’s thriving personally, academically and growing so much in his faith. He plays in the 1st XI hockey teams for both Silverstream and St Bernard’s, and also enjoys T20 cricket for Silverstream in the summer. Clare and I actively support his cricket team on match days. I’ve been involved in school governance for over a decade, including 11 years on the Kelson Primary School Board of Trustees, where I served as Presiding Member during the COVID period. Also, over the last 3 years I was also voted in the Wellington/Wairarapa region as a Regional Executive Member of the New Zealand School Boards Association( NZSBA). We engage with many board members across the region, which has personally enabled me to strengthen my own governance practices. I’m passionate about contributing to school communities and bring a broad range of transferable skills. My focus has always been on initiatives that place students at the centre to aid success. I believe that student success begins with a strong sense of belonging at school, supported by engaged parents. Beyond governance, I advocate for youth participation in sport, having served on various junior committees and coached multiple teams. I also support the “I Am Hope” charity, promoting school visits to local schools, along with many forms of fundraising over the years.I greatly admire the leadership and staff at St Patrick’s Silverstream and the school’s commitment to preparing students for life beyond school. I bring a dedicated parent voice to the Board of Trustees, focused on fostering positive outcomes for all students.

My name is Mel Harrington, and I am a proud resident of Wainuiomata, with ancestral ties to the villages of Sinamoga, Aleisa, and VaivaseTai in Samoa. I am a wife and mother of two, and I bring to this role a deep commitment to service, underpinned by my Catholic faith, which continues to shape my values, leadership style, and sense of responsibility to others. Professionally, I have built a career in youth development, senior executive leadership, and governance, with a strong focus on community and industry-led outcomes and transformational change. I have held leadership roles that require strategic thinking, cross-sector collaboration, and the ability to navigate complex systems while keeping people at the centre of decision-making. My leadership is grounded in compassion, integrity, and a deep understanding of the diverse needs of our communities. I believe that effective governance is not only about oversight and accountability, but also about listening deeply, acting with courage, and ensuring that every child has the opportunity to succeed. I am passionate about creating inclusive spaces where people feel heard, valued, and empowered. I believe in leadership that is both strategic and relational—the kind that builds trust, fosters collaboration, and delivers meaningful outcomes for our tamariki and their whānau. Talofa lava. My name is Fili Kurene. My parents are the early migrants to NZ in the 1950s. They met and settled in Palmerston North, our family being 1 of the 5 Pasifika families in the area. We are one of the founding families of the first Samoan Methodist Church PN, something we are very proud of, as the legacy of bringing communities together while staying true to our culture and values remains part of the community today. My family relocated to Lower Hutt in 2023 due to my new job as a Business Analyst in the IT industry. Before that, we were caring for my mother, who was in palliative care. I have 10 siblings, and I am a mother of 2. My son is currently attending St Patrick’s College, Silverstream, in Year 12 but is undertaking Level 3 NCEA. Through my lived experience, I have watched and helped our children navigate through the education system - from School C through to NCEA frameworks. The constant changes are hard for some families to cope with and understand. This is what I want to help with. My husband and our family have always been active in our Samoan community, especially in our church aiga. I am passionate about Pasifika students and believe in their potential for greatness. I have always been involved with the schools in my community - volunteering in work groups, cultural festivals, school meetings, etc, to provide a parent's perspective and collaborate on how we can deliver the best outcomes for students, staff and the school. I returned to UCOL in 2018 as an adult student to gain my Bachelor's in IT, to show my children and other Pasifika that education doesn't stop just because you finish high school. I have 20+ years of experience working in IT and in government (IRD, Child Support, Ministry of Education and Ministry of Social Development). I believe these skills and my cultural background will enhance my ability to be an effective Board member. I am a hard worker and believe in helping others to bring "their best self".

Tēnā koutou My name is Kevin Havell and I am the Staff Representative on the School Board. I have been a Religious Education teacher at the College since 2010. Apart from teaching, I have been keenly involved in the extra-curricular life of the school coaching and managing football, futsal and athletics. My two sons, Nick and Marcus, attended Stream and received a fantastic education which provided an excellent foundation for their adult lives. I am very passionate about excellence at our College be that spiritual, academic or sporting.
It has been a privilege to represent all staff to date and to serve on the School Board.

Hi, I’m Archie Karaitiana, I am a boarder in Year 11. I’m passionate about supporting students and making sure everyone feels heard and valued. As someone who’s lived the boarding school experience, I understand the ups and downs that come with it, and I know how important a strong, caring school community can be. I want to bring that understanding to the board and help create a school environment where every student, whether day or boarding, feels supported and empowered. Mark exclusively focuses his practice on working on a pro bono basis for not-for-profit organisations. He is a board member of KidsCan and is a member of numerous community and charitable organisations.
Mark is committed to achieving good outcomes for people, communities, public and private enterprises through inclusive, transparent and results-focused governance. Mark has a strong background in a range of sectors, including education, energy and resources, infrastructure, the arts, faith-based organisations, sports and technology.
Mark is based in Te Whanganui-a-Tara - Wellington with his wife and two sons.

I am a Board Member on the Board of Proprietors and a former Old Boy, as was my brother and my son was a Boarder at the College. I have been a Sports Administrator for over thirty years, having previously worked at New Zealand Rugby. For the past twenty-five years, I have managed professional rugby teams at both a domestic and international level. I am also an active Volunteer at Wellington Coastguard and also serve on the Wellington Coastguard Board. My son is currently in his final year as a cadet at Smedley Station and Cadet Training Farm.
An important part of a Board’s role is self-review. As part of this process, we welcome your feedback on our Charter, Strategic Plan, our Goals, Policies, and on any aspect of our governance and leadership.

St Patrick’s College Silverstream School Board meets regularly. These meetings are not public meetings, however, they are 'open to the public'. That means that even if you're not a board member you are welcome to attend as an observer.
We value all feedback this assists the Board in reviewing the operations of the College so that we improve the way we operate to better support student progress and achievement.

Parents who have experience in accounting, legal and building areas are warmly invited to apply in writing to the Rector or Board Secretary if they would like to sit on this Board. Because of the responsibility the Board has for the Catholic Character of the College, it is required that all members of the Board should be Catholic.
In addition to its other responsibilities, the Silverstream Board of Proprietors also plays a crucial role in guiding and supporting the school's long-term property vision.

Kia ora. I am a mother of three past pupils and am married to Tim Mannix, the College’s Director of Rugby who is also an Old Boy of Stream. I have enjoyed a rich relationship with our College over many years, where I have been fortunate to witness the way of Mary = Marist way, in our student body and staff. I feel privileged to be serving on the BoP, where I will continue supporting the delivery of our strategic goals.

Tony has been on the Board of Proprietors for the last six years. He has three sons all of whom have either been through St Patrick's College Silverstream as boarders or are currently in the boarding house and attending school. Tony has been in the construction and development business for over 20 years. His role as Managing Director focuses on liaising with clients and consultants while also managing the complaints department.
